Kassym Jomart Tokayev, President of Kazakhstan, announced the launch a national trial zone dedicated to cryptocurrency usage and blockchain integration. The project will be developed within the Alatau region of Kazakhstan. The announcement was made by President Tokayev during the Astana International Forum.
This pilot zone creates a regulated environment to use digital assets for payments, services and real estate transactions. This initiative marks Kazakhstan’s formal move towards integrating blockchain technology in its national digital economy.
Alatau Region selected for Regulated Cryptopilot Zone
CryptoCity was chosen as the site of the project in the Alatau region. This decision was made due to the concentration of research institutes and advanced technology parks in the region. Alatau will be a controlled testing area, allowing legal cryptocurrency payments with direct state oversight.
The CryptoCity Pilot Zone will support the development of new blockchain-based technologies, beyond payments. These include applications for digital identity and innovative tax collection methods. Authorities confirmed that consumers and businesses operating in CryptoCity would be able to conduct transactions with cryptocurrencies. This includes the purchase and sale of goods and services. The legal framework for this special zone is designed to monitor compliance, manage risks and allow the circulation of digital currency.

President Tokayev Outlines Vision for Secure Digital Asset System
In his official declaration, President Tokayev highlighted the government’s goal to build a transparent and secure system for digital assets transactions.
He confirmed that CryptoCity would allow cryptocurrency payments to be made in a controlled environment, in order to test the feasibility of a wider national adoption. The initiative is part a larger policy to strengthen Kazakhstan’s digital economy by implementing structured technological reforms.
Building on CBDC Pilot, Aiming Regional Leadership
This effort by CryptoCity follows previous significant developments in Kazakhstan’s national blockchain strategy. In 2024, Kazakhstan conducted a pilot project utilizing its central-bank digital currency (CBDC). This program led to measurable improvements for processing times of value-added taxes (VAT).

Kanysh Tulushin, Kazakhstan’s first vice-minister of digital development, stated recently that the nation has potential to become a leader in the region for digital finance. He said that this outlook was contingent on the adjustment to certain existing regulatory restrictions. The CryptoCity Pilot Zone is expected to provide valuable practical insights into the management of digital asset operations within a clearly defined legal context.
