India raises section 301 concerns as US trade talks resume

India is expected to discuss Washington’s Section 301 investigation and potential tariff measures with US trade officials this week as both countries work toward finalising a trade agreement.

A US delegation led by chief negotiator Brendan Lynch is scheduled to hold three days of discussions with Indian trade officials in New Delhi beginning Tuesday.

The talks are part of ongoing efforts by the two countries to advance negotiations on a bilateral trade arrangement.

Trade negotiations resume amid Tariff concerns

India and the United States reached an initial understanding on a trade deal in February.

However, progress in negotiations slowed after US President Donald Trump’s broad tariff measures were struck down by the US Supreme Court.

Following the court’s decision, the Trump administration launched investigations under Section 301 of the Trade Act of 1974 into what it described as unfair trade practices by several trading partners, including India

At the same time, Washington imposed a blanket tariff of 10%.

A source familiar with the matter told Reuters that India plans to address the tariff rate, the impact of the Section 301 probe, and the need for a competitive tariff structure in comparison with rival economies.

India seeks a competitive edge over regional rivals

India is also looking for tariff treatment that would provide an advantage over competing manufacturing destinations across Asia.

As mentioned in a Reuters report, the source said New Delhi wants to strengthen its role in global supply chains and believes tariff preferences could help improve its competitiveness.

According to the official, India expects preferential tariff rates when compared with developing economies in South Asia and Southeast Asia.

The countries specifically mentioned included Bangladesh, Pakistan, and Sri Lanka.

The push for favourable tariff treatment reflects India’s broader objective of improving its position as a manufacturing and export hub while attracting greater participation in global supply chains.

Potential visit by US trade representative signals progress

The Indian source said US Trade Representative Jamieson Greer could visit India once the broad framework of the agreement has been finalised.

Such a visit would indicate that negotiations have advanced to a stage where both sides have agreed on the key elements of the proposed deal.

The upcoming discussions in New Delhi, therefore, carry added significance as negotiators attempt to resolve outstanding issues related to tariffs and trade access.

Focus on market access and trade frictions

The talks come as India continues to pursue greater access to the US market while also addressing trade-related challenges involving tariffs and other regulatory measures.

With officials from both countries set to engage in detailed discussions over the next three days, the negotiations are expected to focus on achieving terms that both sides view as balanced and mutually beneficial.

For India, securing favourable tariff treatment and addressing concerns arising from the Section 301 investigation remain central objectives as it works toward concluding a trade agreement with the United States.
