  • Bond yield gap with Germany hits crisis-era levels
  • Rising debt costs complicate France’s proposed 2027 budget

France’s government borrowing costs have climbed to their highest level in 24 years, with the benchmark 10-year bond yield reaching 5.142% on October 22 as investors demand greater compensation for holding the country’s increasingly risky debt.

The yield retreated to approximately 5.04% on Friday, October 23, but concerns about France’s fiscal outlook continued to weigh on European bond markets. The premium over German 10-year bonds had widened to 177 basis points on Thursday, its highest since 2011.

France first crossed the 5% threshold on October 21, marking its highest borrowing costs since July 2002. The subsequent increase has made the divergence between French and German debt even more pronounced.

Why Are French Government Bond Yields Rising?

France’s bond selloff reflects a combination of weak public finances, political uncertainty and broader pressure from rising global interest rates.

Government debt is projected to reach 119.3% of GDP in 2026 and 121.7% in 2027, according to France’s Treasury.

Meanwhile, the government expects this year’s budget deficit to reach 5.4% of GDP, substantially above the European Union’s 3% reference threshold.

The widening fiscal gap has already affected currency markets. Earlier French debt concerns contributed to the Swiss franc’s appreciation against the euro as investors sought relatively safer assets.

France is also struggling to secure parliamentary support for its 2027 budget, which includes €43 billion in new fiscal measures.

A broader global bond selloff has intensified the pressure as elevated energy prices complicate central banks’ efforts to control inflation.

France’s Debt Costs Are Rising Faster Than Germany’s

The difference between French and German borrowing costs has become a particularly important signal.

France’s 10-year yield exceeded Germany’s by approximately 170 basis points on Friday, down from Thursday’s 177-basis-point peak.

Investors use this spread to assess the additional compensation demanded for holding French government debt rather than German Bunds.

The latest divergence follows earlier European banking losses, when rising sovereign yields pressured financial institutions holding government securities.

Higher borrowing costs can also affect mortgage rates, corporate financing and government spending, although the impact develops gradually as existing debt matures and is refinanced.

France’s funding needs make that process especially important.

Its debt agency plans approximately €340 billion in medium- and long-term issuance during 2027, while overall public-sector interest costs are projected to rise from €79.2 billion this year to €91.2 billion next year.

Could France’s Bond Problems Spread Across Europe?

The immediate concern is not that France has defaulted or lost access to financial markets. It is that persistently higher yields could undermine its efforts to stabilize government debt.

French bonds are also weakening against other European sovereign securities, extending the regional divergence already highlighted in the euro’s recent decline.

Meanwhile, the European Central Bank faces difficult decisions about how to respond if bond-market volatility intensifies.

France’s weakening economic outlook adds another complication. Preliminary October purchasing managers’ data showed business activity contracting, with the composite index falling to 48.4 from 51.1 in September.
