Trump’s administration announced on Tuesday a temporary suspension of federal grants and loan programs. This could have a significant impact on a range of programs including those that rely heavily upon federal funding, such as education, disaster relief and healthcare.
Matthew Vaeth (the acting director of the Office of Management and Budget, OMB), in a Monday memo, instructed federal agencies to suspend financial payments while they reviewed their alignment with the priorities of President Donald Trump, which included his recent executive order ending the diversity, equality, and inclusion programs (DEI).
Vaeth said that the federal money used to support policies that are in conflict with the agenda of the current administration is “a waste that doesn’t improve the lives of the people we serve.”
This freeze includes categories like foreign aid, funding of non-governmental organisations, Social Security and Medicare programs, but excludes them.
There is still uncertainty about the impact on healthcare for low-income and veteran populations.
OMB’s memo states that the federal government will spend nearly $10 trillion by fiscal 2024. This includes over $3 trillion for grants and loans. However, these numbers differ from estimates made by the Congressional Budget Office, who reported total spending of $6.75 trillion.
Nonprofits could suffer severe financial consequences if funding is halted
The funding freeze could be detrimental to government and nonprofit initiatives that serve vulnerable groups, say critics.
Diane Yentel of the National Council of Nonprofits called the directive a “potential five-alarm” fire, citing the potential for disruption of research into childhood cancer cures and domestic violence prevention. She also cited potential disruptions of suicide hotlines, food assistance, or the research of children’s cancer.
“This pause could be devastating, and even life-threatening,” Yentel stated.
Advocates and experts are concerned about the delays that will occur with programs such as Section 8 vouchers, the Special Supplemental Nutrition Program for Women, Infants, & Children (WIC) and the Low-Income Home Energy Assistance Program.
Democrats strongly criticised the order, calling it both illegal and dangerous.
Chuck Schumer, Senate Democratic leader, argued that the Administration lacks the authority to freeze funds authorized by Congress and warned the freezing could affect millions of Americans.
Schumer wrote on X: “It’ll mean missing rent and payroll payments and chaos in everything, from disaster relief, to law enforcement and food assistance at universities, as well as for the entire range of services, including university education, disaster aid, and law enforcement.”
Trump’s unconstitutional and illegal decision, to stop virtually all federal loans and grants, has a virtually unlimited impact. Families and communities will feel its effects over and again.
Patty Murray, Rosa DeLauro and Senator Patty Murray labeled Vaeth’s directive as “breathtaking”, “unprecedented” and urged the administration to adhere to constitutional and legal obligations to distribute federal resources in accordance with mandates from Congress.

Trump has been working to reform federal government, which includes previous executive decisions to close diversity programs, freeze hiring, and stop foreign aid.
This new directive requires agencies to stop fund disbursements before 5 pm. ET on Tuesday, and to submit information about affected programs before February 10.
Some supporters of Trump’s decision, such as US Representative Tom Emmer (a leading House Republican), defended his actions by claiming that they were a fulfillment to Trump’s campaign promise of disrupting Washington’s current status quo.
Trump was elected in order to change the world. Emmer told a Republican gathering in Miami that it was not business as usual.
The legal and constitutional challenges that will arise as the federal budget freeze comes into effect are likely to spark a heated debate about the power balance between Congress and executive branch when it comes to determining the amount of money spent by the government.
